Syrian-German Business Council
This manual aims to
- ●Establish a clear and transparent institutional framework for organizing and managing membership in the Syrian-German Business Council.
- ●Ensure the admission of companies and economic institutions with added value that contribute to achieving the Council's objectives.
- ●Enhance the quality of the Council's economic representation and expand the network of economic and trade relations between the Syrian Arab Republic and the Federal Republic of Germany.
- ●Consolidate the principles of governance, transparency, and professional commitment in membership management.

Purpose
- ●Establish a clear and transparent institutional framework for organizing and managing membership in the Syrian-German Business Council.
- ●Ensure the admission of companies and economic institutions with added value that contribute to achieving the Council's objectives.
- ●Enhance the quality of the Council's economic representation and expand the network of economic and trade relations between the Syrian Arab Republic and the Federal Republic of Germany.
- ●Consolidate the principles of governance, transparency, and professional commitment in membership management.
Membership Conditions
- ●Membership in the Council is limited to companies and economic entities duly registered in accordance with applicable laws and regulations; individuals in their personal capacity are not eligible for membership.
- ●The company or economic establishment must be operational and engaged in legitimate economic activity.
- ●The company must have existing activity or actual or potential trade relations with the German market, or an interest in developing economic cooperation between the Syrian and German sides.
- ●The company and its management must enjoy a good professional and commercial reputation, and its legal representatives or management must not have been subject to final judicial rulings in crimes involving integrity, honesty, or professional honor.
- ●Commitment to the principles of transparency and compliance with the laws and regulations governing business practice within the Syrian Arab Republic and abroad.
- ●Commitment to the Council's objectives and internal regulations, and contribution to supporting its activities, programs, and initiatives.
Membership Categories
- ●Basic Membership: Granted to companies and economic entities wishing to benefit from the Council's services and participate in its activities and events.
- ●Premium Membership: Granted to companies and economic entities wishing to obtain a higher level of services, benefits, and priority in participating in programs, events, and economic delegations organized by the Council, as determined by the Board of Directors.
Membership Fees
- ●Basic Membership: €5,000 per year.
- ●Premium Membership: €8,000 per year.
- ●Fees may be paid in euros, US dollars, or the equivalent in Syrian pounds according to the exchange rate adopted by the Council on the date of payment.
Membership Admission Procedures
Phase One: Application Submission
- ●Complete the approved membership application form.
- ●Copy of the commercial register or legal document proving incorporation.
- ●Company profile and activity overview.
- ●Any additional documents requested by the Council.
Phase Two: Application Review and Decision
- ●Verify the completeness of the required documents and information.
- ●Assess compliance with membership conditions.
- ●Issue the appropriate decision: Accept the application, or Reject the application (with a reasoned rejection decision by the Board of Directors; the applicant whose application is rejected has the right to appeal in writing to the Ministry within fifteen days from the date of the rejection decision), or Request completion of required information and documents.
Membership Review and Termination
- ●The Board of Directors may periodically review membership status.
- ●Modify membership category based on the member's request or according to institutional interest requirements.
- ●Temporarily suspend the member's rights in the event of late payment of due fees after sending a written notice; the notice may be sent via any communication method approved by the Council, including email.
Membership may be terminated in the following cases:
- ●Failure to pay membership fees after 90 days from the due date.
- ●Loss of any membership condition, loss of legal personality of the company or economic entity, or permanent cessation of its activities.
- ●Providing incorrect information or data.
- ●Material breach of the Council's objectives or regulations.
- ●Any conduct that harms the Council, its interests, or its reputation.
●A person who has lost membership has the right to request reinstatement after the reasons for losing membership cease, through a request submitted to the Board of Directors; the Board shall decide on it by majority.
●Upon termination of membership status, the member's right to all amounts paid to the Council is forfeited.
Members' Rights
- ●Participation in events and activities organized by the Council.
- ●Benefit from the services and initiatives provided by the Council.
- ●Access to the Council's economic and trade relations network.
- ●Access to available investment and trade opportunities.
- ●Participation in General Assembly meetings and exercise of the right to vote and run for Board of Directors membership in accordance with the provisions of the Council's Statutes. These rights are exercised through the legal representative of the company or their duly authorized delegate.
- ●Benefit from additional benefits prescribed for the Premium membership category in accordance with applicable regulations, for example priority in case of limited participation or the possibility of participating with a larger number of participants.
Members' Obligations
- ●Respect the Council's objectives, regulations, and decisions.
- ●Maintain the reputation and standing of the Council.
- ●Comply with applicable laws and regulations.
- ●Provide accurate and updated information to the Council upon request.
- ●Actively participate in activities and programs that serve the Council's objectives.
- ●Pay membership fees within the specified deadlines.
Board of Directors Membership
In the founding phase: The Council Chairman and Vice Chairmen appointed by the ministerial decree propose a number of members to complete the formation of the Board of Directors during the founding phase; their appointment is issued by the competent authority.
In subsequent terms: The Council Chairman and Board of Directors members are elected by the General Assembly of the Council through direct secret ballot, in accordance with the provisions of the applicable Statutes.
Confidentiality and Data Protection
- ●All membership applications and data provided by members are treated with complete confidentiality.
- ●Information and data are used exclusively for the Council's purposes and legitimate activities.
- ●The Council is committed to taking the necessary measures to protect data, maintain its confidentiality, and not disclose it except within the limits permitted by law or with the consent of the data subject.
General Provisions
- ●The Board of Directors has the right to amend or update this guide whenever necessary, provided that amendments take effect from the date of their approval in accordance with the established procedures of the Council.
